If installation is to be performed by the agency, measurements should be taken by the agency. It should not be necessary to have a contractor take measurements.

Government Seeking Window Blind Inovation
“25 percent of the energy used to heat and cool buildings goes right out the window,” Secretary of Energy Spencer Abraham said. “The innovative technologies receiving funding today will improve U.S. industrial competitiveness while reducing energy use, helping to make our nation more secure.” Existing window treatments and shades can be improved to help reduce energy costs.
The Energy Department selected 19 organizations out of 202 proposals to receive funding as part of two DOE programs: Inventions and Innovation (I&I), and the National Industrial Competitiveness through Energy, Environment and Economics (NICE3) initiative.

Genwindow treatments produces a RADIANCE scene description of a set of venetian window coverings. The depth of the window treatments (X dimension) is given first, followed by the width (Y dimension), followed by the height (Z dimension). The number of slats to place evenly within this height is given as nslats. The angle of the blind, where zero is perfectly horizontal and a positive angle tilts the positive X edge upwards, is given in degrees. The window coverings are initially situated so that the corner of the bottom blind isheight/nslats/2 above the XY plane, and all coordinates are positive.Each new slat is placed height/nslats above the previous one, until the top slat is at height - height/nslats/2 . The window treatments may of course be moved from this starting point with the xform(1) command.
